Rick Ives, NECCOG chair, opened the Dec. 20, 2018 meeting at 9:00 a.m. at NECCOG’s Dayville offices and the council voted to go into executive session to discuss personnel matters related to the Animal Services Program.
The motion to enter executive session was made by Mr. Seney and seconded by Mr. Alberts; Mr. Ives noted that impacted NECCOG staff had been notified of the meeting and informed of their rights under the Connecticut Freedom of Information Act. The motion passed unanimously.
During a procedural vote before the executive session, the council considered allowing several guests to participate. A motion by Mr. Seney, seconded by Mr. Beausoleil, admitted Ms. Calorio (Putnam town administrator) and Mr. Filchak (NECCOG executive director); that motion passed with one no vote from Mr. Griffiths. Additional participation was approved unanimously for Charles Grant (Franklin first selectman, representing five SCCOG towns), Paul Hopkins (Killingly interim town manager) and Kristi Kelly (NECCOG legal counsel) on separate motions with recorded movers and seconders.
