Cabell County Commission approves routine agenda items, personnel hires and budget revisions

The Cabell County Commission met Nov. 24, 2020 and approved a package of routine business and personnel actions.

Nancy Cartmill, President, called the meeting to order. Commissioners Jim Morgan and Kelli Sobonya moved and seconded unanimous approvals for the meeting agenda and the Oct. 22 minutes. The commission also approved erroneous assessment adjustments and probate documentation from the County Clerk’s office.

William Watson, County Attorney, recommended admitting a copy of the will for Mary Catherine Perkins into probate contingent on an affidavit that the will had not been changed; Richard Treve Carter, identified in the record as the decedent’s son, presented the required affidavit and the commission allowed the copy into probate.

Financial and personnel items approved included Purchase Orders #21-100739 through #21-100927 and monthly pay jackets, monthly payments to Fifth Third for fuel card purchases, and a handwritten check to Unum & Guardian for $20,471.44. The commission approved an additional $15,000 in compensation for additional duties assigned to the county assessor. The commission also approved employment of Robert W. Smith as a full-time Home Confinement Officer and of Christopher Paul Harrison and Justin Allen Mullins as full-time EMTs.

Commissioners approved Resolution #319 pledging temporary letters of credit by JPMorgan Chase Bank, N.A.; Resolution #320 authorizing advertisement for auction/sale of county-owned properties on Grant Garden Road and Handley Road in Ona, West Virginia (properties to be sold as-is); and acceptance of the 2019 delinquent real estate tax list for sales, suspension and redemptions. The commission also approved County Budget Revision #3 and State Budget Revision #4. All motions were recorded as having passed unanimously.
