Shelby City Council approves final M‑16 payments, OKs Meadows Lot 25 sale and sets industrial site hearing

The Shelby City Council on Dec. 2, 2025 approved final payments and acceptance for the M‑16 Street project, authorized financing-related paperwork and approved several development and procurement steps, the council minutes show.

Presiding Mayor Ron Kroll opened the regular meeting at 7:00 p.m. The council unanimously approved the meeting agenda and consent items, including minutes, the treasurer’s report and bills. On roll call the five council members present voted "aye": Traci True, Pat Honeywell, Todd Frank, Jackie Hursey and Karen Schlueter.

The council approved Pay Application No. 3 to Western Engineering for the M‑16 project in the amount of $30,068.05 and approved a change order decrease of $16,844.92. Council members then approved the Certificate of Completion and Final Acceptance for Western Engineering’s work on M‑16, establishing the final contract amount at $263,180.18. The council also adopted LOC Resolution 12‑25 for $30,068.05. All votes on these items were by roll call and carried unanimously.

Council approved the purchase and development of Meadows Lot 25 by Angela Fritz, designating the lot as her third financed build under her city agreement; Lot 26 was left designated for future development and financing by Fritz. The council set a public hearing for Dec. 16, 2025 to consider a purchase agreement for the Industrial Site, allowing time for public comment before any potential sale.

Council members voted to table storm sewer bids until another bid is received, pausing award of that work pending additional proposals. The council approved a proposal from Cydney Shriver to design and develop a landing page for The Meadows housing development, with a one‑time fee of $500 and a monthly maintenance fee of $100. Andrea Jones told the council the tentative date to list the Meadows lots is Feb. 1, 2026.

After discussion the city will seek bids for a new generator for the Community Building; council minutes did not specify budget amounts or a procurement timeline. The meeting adjourned at 8:45 p.m.
