Flowood aldermen approve consent agenda, multiple hires and emergency well repairs; later close out CDBG project and hold executive session

The Flowood Mayor and Board of Aldermen handled routine but consequential administrative business at meetings on July 6 and July 20, 2015, approving a consent agenda that included grant acceptance, sponsorship support, claims payments and several personnel hires, and authorizing emergency repairs to a city well.

On July 6 the Board approved a multi‑item consent agenda by motion of Alderman Don Flynt and a second from Alderman Kathy Smith. The consent list recorded items including a $500 sponsorship to the Stop SMA/Laugh Away SMA event (July 18), acceptance of the Alcohol Impaired Driving Grant (15ST‑278‑2) for $7,884, declaration of a 2003 Ford Crown Victoria as surplus, authorization for the Police Chief to enter a memorandum of understanding with the FBI’s Joint Terrorism Task Force, and multiple claims dockets for city operations.

Public Works personnel recommendations on July 6 resulted in unanimous approval to hire Stacy Alexander (Street Department, Laborer 2, Step 1), Rodney Steward (Landscape Department, Laborer 2, Step 1) and Nicholas Tyler Bullock (Landscape Department, Laborer 2, Step 1). The Board also authorized advertisement for a water tank repaint project.

Public Works Director Garry Miller reported that the casing at a water well on Old Fannin Road had eroded and described an emergency that required immediate repair and a work order/contract without delay for competitive bidding. Alderman Don Flynt moved to authorize emergency repairs and allow the Mayor to execute a work order/contract; Alderman Kathy Smith seconded the motion.

At the July 20 mid‑month meeting the Board again approved a consent agenda (motion by Alderman Flynt, seconded by Alderman Harmon), which included payment to Hemphill Construction for $60,700 for an emergency Olympic Drive repair (24
