New London board rejects publishing detailed FY25 salary schedule to City Council

The New London Board of Education voted unanimously against a motion to add a detailed salary schedule to its FY25 Budget Presentation for City Council consideration. The substantive motion (moved by Bryan Doughty and seconded by Danni Cruz) failed 0-7 after extended discussion on April 29.

President Elaine Maynard-Adams and Chief Financial Officer Mr. Funk described practical and confidentiality concerns. Maynard-Adams said producing the schedule at this late date would create significant extra work and noted the district previously provided a staff-and-salary schedule without names, which City Council had rejected as insufficient. CFO Mr. Funk said preparing an accurate, up-to-date roster would take about 1.5 days and raised potential confidentiality issues around benefits and current vacancies, noting the district staffs more than 700 employees.

Vice President Bianca Alexis-Sylvain said publishing salaries could prompt workplace tensions, and Mr. Doughty characterized the Council’s late request as irresponsible and burdensome. The board discussed historical approaches—Maynard-Adams referenced a past Joint Budget Task Force that included board and council members—and suggested that committee or task-force review next year would be more appropriate than producing the detailed schedule immediately.

The motion to place a detailed salary schedule in the FY25 presentation and provide it to City Council failed 0-7. The board did not adopt a new requirement to publish employee names and salaries; members indicated any future disclosure should be considered with time to prepare accurate and legally compliant materials.
