Crosslake panel approves after‑the‑fact lakefront variance for 200‑sq‑ft porch with stormwater conditions

The Crosslake Planning Commission on May 22 approved an after‑the‑fact variance for a 200‑square‑foot screen porch at 13061 County Road 16, reducing the lake setback to 49 feet where 75 feet is required.

Chair David Fuhs opened the application and staff member Jody Grund summarized the record, including the project history, submitted stormwater materials and a July 20, 2023 septic compliance file. Fuhs said a May 21 on‑site showed the project’s visual details, and the applicant — identified in the record as Johnson — told the commission he stopped work after receiving a stop‑work order and then filed the variance request.

Commissioners focused on limiting runoff to the lake and on ensuring the approved stormwater management plan (SWMP) is implemented. Commissioner Joseph O’Leary asked how the city will verify that required measures are installed as approved; Planning & Zoning Administrator Jody Grund said staff will supervise SWMP installation and retain photographic documentation.

The commission’s motion, by Commissioner David Nevin and supported by Vice Chair Jeff McGrath, approved the variance subject to conditions: preserve the existing historic ice ridge (no modifications except as allowed by ordinance); submit and obtain SWMP approval within 90 days with photographic documentation retained in city files; and install rock or comparable material between the concrete lake access and the water to prevent direct runoff. The approval carries the standard two‑year substantial completion requirement and will expire on May 22, 2028.

No members of the public addressed the commission during the public hearing. The commission recorded a unanimous vote in favor.

The commission’s action relies on findings of fact from the May 21 on‑site and a certificate of survey received March 25, 2026. The SWMP and photographic record must be completed and accepted by staff to meet the approval conditions.
