Planning commission approves bluff setback waiver and taller WOAS for Manhattan Pt. property with stormwater condition

The Crosslake Planning Commission on May 22 approved a variance for property at 11966 Manhattan Point Blvd to permit construction of a 120‑square‑foot water‑oriented accessory structure (WOAS) within the bluff and at a height of 17 feet where 12 feet is normally allowed.

Chair David Fuhs opened the item and Planning & Zoning Administrator Jody Grund read the application into the record, including a submitted stormwater management plan and a septic compliance file dated Oct. 14, 2025. On‑site observations the previous day noted little visible erosion and a relatively flat building area within the bluff.

The applicant’s representative, architect Whirley, told commissioners a French drain will be installed to collect runoff from both structures, and suggested using excavated material to form a swale to convey stormwater to the drain. Commissioners discussed employing a berm or swale and agreed that the proposed work was an appropriate time to address stormwater and runoff concerns.

The motion, made by Vice Chair Jeff McGrath and supported by Alternate Cooper Hanning, approved the variance with a condition that the owner work with staff to review, revise and implement a stormwater plan between the primary structure and the proposed WOAS. The approval carries the standard two‑year completion requirement and was recorded as unanimous in the meeting minutes.

Commissioners noted questions about depth to the water table and the precise SWMP details will be resolved as staff and the owner finalize the plan at permitting.
