Early council sets CDBG hearing for stormwater basin, approves testing and reimbursements

The Early City Council took several infrastructure and administrative actions at its Sept. 7, 2021 meeting.

Councilor Brian Pickhinke moved and Councilor Summer Schmitt seconded to set a public hearing for Oct. 5, 2021 on the city’s CDBG grant application to fund work on the stormwater basin (DD-59); the motion passed with Councilor Tim Langner recorded as abstaining. The council instructed the clerk to schedule the hearing and publish required notices.

On the Water Treatment Facility project the council approved hiring Certified Testing Services Inc. for construction materials testing after a motion by Councilor Bill Cougill and a second by Councilor Steven Mason; the motion passed by show of hands with all five ayes. The council also approved reimbursing the Summer Recreational Program for the full cost of ball-field light repairs because the work had no warranty; Councilor Brian Pickhinke moved the reimbursement and Councilor Tim Langner seconded; the motion passed unanimously.

The minutes indicate the council reviewed city ordinances and plans to post changes on the website and in newsletters. The clerk presented receipts and bills; the meeting record includes a vendor list and fund totals for multiple city funds.
