The Flowood Board of Aldermen on July 18 voted 4–1 to deny a rezoning application from Pine Knot Plantation LLC that would have converted two tax parcels (H11-58 and H11-28) from RE/R-1 to R-2 to allow multiple four‑plex condominium units.
Building Official Mike Prestage explained the rezoning request during a public hearing. The applicant's representative, Pete Alman, and planner Rick Gardner described the proposed development — multiple four‑unit residential buildings with a clubhouse — but the minutes record that no proof was offered to demonstrate a change in neighborhood character or a public need for the rezoning. Multiple residents in the audience, including Will Crump, Rachael Chandler, Mark Howell, Seth Robinson and Ginger Thomas, voiced opposition during the hearing.
A motion by Alderman Gary Rhoads to deny the rezoning was seconded by Alderman Don Flynt and carried on a recorded vote: Aldermen Rhoads, Flynt, Smith and Harmon voted "Yea"; Alderman Kirk McDaniel voted "Nay." The minutes do not record any amendments or conditions because the motion was to deny the application. The planning and zoning materials and any further appeals were not described in the minutes.
