Flowood aldermen adopt annexation ordinance, approve road contract and several bids and purchases

The City of Flowood Mayor and Board of Aldermen met July 2 and July 16, 2018, and approved an ordinance to enlarge and extend the city's corporate boundaries and several contracts, plats, bids and purchases.

Mayor Gary Rhoads called the July 2 meeting to order. The board approved a multi-item consent agenda that included minutes, multiple claims dockets, resolutions to set public hearings on proposed amendments to the Qualified Resort Area Ordinance and to the Amended and Restated Ordinance Relating to the Retail Sale of Beer, and authorization for the mayor and city clerk to sign a paramedic training agreement with Travis Cohn. The consent agenda passed by unanimous approval of the board members present.

Paul Forster, city engineer, presented a plat ratification for Lots 139 and 140 of Later Rayne Subdivision, Part 5; Alderman Kirk McDaniel moved to ratify the plat and the motion passed unanimously. Forster also recommended approval of a construction engineering and inspection (CE&I) contract with H1 Services, LLC for the Old Fannin Road mill-and-overlay project, with the condition that the contract not exceed $84,296.51. The board approved that contract conditionally.

The board agreed to amend the July 2 agenda to add consideration of an ordinance to enlarge Flowood's corporate boundaries. Alderman Kirk McDaniel moved to adopt the ordinance specifying municipal and planning services and improvements for the annexed territory; after a roll-call vote the ordinance was adopted with unanimous approval from members present.

At the July 16 meeting, held by Mayor Pro Tempore Don Flynt, the board again approved a consent agenda that included authorization for the Flowood Police Department to purchase body cameras from Motorola Solutions under state contract using seizure funds, and authorization for the mayor and interim police chief to sign related purchase and service agreements. The consent packet also included a resolution setting a public hearing on a proposed abandonment of Glensview Drive (sixteenth section land), the award of a demolition contract for 637 Lakeland East to Eagle Construction as the lowest bidder ($11,900.00), payment to Paul Barnett Nissan of $32,620.00 for two 2018 Nissan Rogue Sport vehicles under state contract, and claims dockets for the conference center and water well and tank project. Each of those consent items was approved by the board.

Garry Miller, public works director, presented and the board approved the Final Plat for Abundance Pointe Subdivision, Phase 5. Miller also updated the board on the Old Fannin Road project and received authorization to advertise for bids for the Old Fannin Road overlay project.

Both meetings included scheduled Chamber of Commerce updates (Jennifer Anderson listed on July 2; Greg Wilcox on July 16). Each meeting concluded with a motion to adjourn that carried unanimously.
