Oshkosh council authorizes purchases of two High Avenue parcels for Grand Oshkosh project, approves amended terms

The Oshkosh Common Council on June 29 approved two property purchases near the Grand Oshkosh Opera House with terms intended to support a planned expansion and redevelopment of the facility.

Resolution 26-308 authorized purchase of 118 High Avenue for $48,600. The plan commission recommended approval and the council approved the purchase by roll call.

Resolution 26-309 authorized purchase of 114 High Avenue for $89,900. Before the final vote, a council member moved to amend key contract terms: revise Section 2.3 relocation cost estimates from $200,000 to $166,275; remove language permitting unlimited relocation costs while providing a $200,000 cap; set a closing date of no later than Sept. 18, 2026 (changed from Sept. 28); insert a $50,000 liability limit in Section 6.3; and incorporate sellers’ relocation cost estimates as Exhibit A. The amendment was seconded and council approved Resolution 26-309 as amended.

Why it mattered: Council members said securing both parcels is important for the Grand Oshkosh project and downtown redevelopment. Supporters acknowledged the cost is substantial but characterized it as part of the price of moving the project forward; one council member called it a "tidy sum of money" but said it is often necessary to achieve transformative projects.

Next steps: Staff will proceed with closing under the amended terms and the council signaled ongoing project work and future workshops related to redevelopment and due diligence.
