Jackson County approves Iowa DOT pre-construction and detour agreements for Highway 62 project

County Engineer Jaden Shackle briefed supervisors on an Iowa DOT primary road project to resurface Highway 62 (letting scheduled in October; work next summer) that includes paved aprons on side roads. Shackle said the DOT will cover apron work up to 10 feet from the primary pavement but that any apron work beyond 10 feet on local side roads would be at the county's expense; the engineer included an estimated cost for nine side roads in the project documentation and said the amount will be finalized after letting and contract pricing.

Shackle also described a separate DOT agreement to detour traffic while the DOT replaces the Brush Creek bridge deck: the detour route runs north of Andrew on 250th Avenue, over Y61 to Cottonville, then east on Belleview/Cascade (D61) into Bel. Manchester DOT staff will act as resident construction engineer and will perform a pre‑detour inspection of the local detour route so that DOT is responsible for damage to conditions attributable to the detour.

Supervisors moved to approve both the DOT pre-construction agreement for the Highway 62 overlay and the DOT detour agreement and authorized the chair and auditor to sign required documents. Both motions passed by voice vote. Shackle said the county will document pre‑existing road conditions prior to detour use and that the project timetable will allow the county to account for estimates in the FY28 budget process.
