Agency official urges immediate, unconditional ceasefire as UN warns of regional escalation

An agency official addressing the council warned of a dangerous escalation in the war in Ukraine and urged an immediate, full and unconditional ceasefire to prevent the conflict from spreading regionally.

The official said recent weeks have seen a marked increase in the intensity and scope of attacks by the Russian Federation against Ukraine, resulting in higher civilian casualties and greater damage. "Civilians must be protected," the agency official said, and condemned "all attacks on civilians and civilian infrastructure" as prohibited by international humanitarian law.

The briefing cited multiple reported incidents, including drone strikes in Ukrainian territory under temporary occupation and inside the Russian Federation. The speaker said that today "at least 15 people were reportedly killed across Ukraine" in Russian aerial strikes, and described reports that occupying authorities in parts of Crimea and Sevastopol declared a state of emergency amid fuel and water shortages.

The official noted a reported drone strike in the Bryansk region that struck a vehicle carrying a Belarusian youth soccer team, saying Russian and Belorussian authorities reported one pregnant woman killed and nine people injured, six of them children, and added that "The United Nations does not have additional information about the incident."

Highlighting the wider regional risks, the speaker listed frequent reports of airspace violations and drone sightings in countries neighboring Ukraine and the Russian Federation (including Moldova, Romania, the Baltic states, Finland, Poland and Belarus) and in countries in the wider region such as Bulgaria, Greece, Kazakhstan and Turkey. The briefing recalled that Romania reported its first civilian injuries from a drone in May.

The agency official welcomed recent confidence-building steps, saying the latest prisoner exchange — "160 prisoners of war each between the Russian Federation and Ukraine on 26 June" — and the return of "seven civilians from each side on 27th June" show that diplomacy can yield tangible outcomes. The official singled out third-party support from the United Arab Emirates and Belarus in facilitating those developments.

Invoking the United Nations Charter and international law, the speaker reiterated that the Charter "prohibit[s] the threat or use of force against the territorial integrity or political independence of any state" and called on the parties and all concerned member states to "avoid any steps that could cause this war, either intentionally or unintentionally, to spread further." The official concluded: "An immediate, full, and unconditional ceasefire is urgently needed."

The United Nations, the speaker said, supports efforts toward a just, lasting and comprehensive peace in line with the Charter and relevant UN resolutions. The speaker closed by reiterating the appeal for dialogue and diplomacy and thanking the council.
