Board approves permits, explores grants and signs payroll and claims

The board handled several brief items of new business on June 26.

Monica received permission to use the private Napa parking lot for a fundraising car wash and a customer-appreciation event (which will include a permitted beer garden). The board moved and approved the permit for parking-lot use.

Staff reported identifying an Indiana Office of Community & Rural Affairs (OKRA) block grant opportunity to help purchase a street sweeper tied to stormwater maintenance; the board authorized exploration of that grant for a target 2027 purchase.

Board members discussed a potential building acquisition and questions about a right of first refusal. Staff explained that if the board secures a right of first refusal, it would commit funds for two appraisals and could not offer more than the average of the two appraisals. Staff is awaiting responses from the property owner and from Jeff on legal questions.

Marcus/Chris Genning reported auction proceeds (about $200 from a recent sale and about $900 total from multiple items) and said the Putts building structural review is underway; the local building inspector is monitoring the site daily.

Finally, the board approved claims and payroll. Payroll for June 8–21, 2026 was recorded in the meeting as $244,735.14; the claims total as read in the meeting record was unclear in the available transcript and should be confirmed in the official register.
