Paynesville board adopts strategic plan and approves handbook changes on phones and backpacks

The Paynesville Public School District board voted to adopt the district's strategic plan and approved related handbook updates aimed at improving classroom instruction and student engagement.

At the meeting, district staff presented three strategic priorities the plan emphasizes: ensuring consistent, high‑quality instruction in every classroom; increasing student engagement in daily learning; and improving student achievement in math and reading. "One is to ensure consistent high quality instruction in every classroom," said Jesse Rasmusen during the presentation of the plan. Rasmusen described two proposed handbook changes that align with those goals.

Staff recommended extending the district's successful middle‑school phone procedure — where students store phones "away for the day" — to all grades through 12th grade. Rasmusen said the middle‑school rollout produced noticeable increases in student interaction in common areas and recommended the policy be expanded to support engagement across secondary grades.

The board also considered a proposal to restrict large bags in classrooms, hallways and common areas during school hours. Under the proposed change, backpacks, duffel bags and oversized totes would be stored in side lockers upon arrival and remain there until dismissal to reduce trip hazards and safety concerns in labs, shop classes and crowded classrooms. Rasmusen told the board administrators consulted neighboring districts and school resource officers during planning.

Board members discussed implementation logistics — including exceptions for Chromebook protective sleeves and water bottles — and emphasized the importance of communicating changes to families. The board moved and approved the strategic plan as presented.

The board directed staff to circulate the handbook updates to parents and return as needed with clarifications; no further substantive amendments were made at the meeting.
