Select Board OKs filing of seven Community Preservation applications; appoints Olga Lane to Capital Planning

On June 9 the Winchester Select Board agreed to authorize filing of Community Preservation (WCCP) applications for seven projects on town property and appointed Olga Lane to the Capital Planning Committee.

Care‑and‑control filings: Town staff asked for select‑board letters confirming the town will not block a WCCP application for projects sited on town land. The projects include: Leonard Field Pavilion (Friends of Winchester Recreation); Parker Ellis tennis‑court clay phase; McDonald basketball/tennis resurfacing; Town Hall auditorium seating refurbishment; a public tree‑canopy improvement program; Walk & Roll/greenway crosswalk and restriping work; and baseball/softball field fencing. The board voted to authorize the filings; one member abstained on the new‑tile‑field fencing item and asked for more front‑end coordination with staff before filing that particular application.

Capital Planning appointment: After interviews with two well‑qualified applicants, the board appointed Olga Lane to an at‑large Capital Planning Committee seat (term expiring Jan. 1, 2027). Board members discussed balancing fresh technical skills and local institutional knowledge when filling the committee during the capital‑ranking season.

Why it matters: WCCP applications commit limited CPA dollars that can fund local parks, historic assets and infrastructure. Select‑board care‑and‑control letters are standard practice to confirm town jurisdiction for projects sited on public property, but the board asked staff and the CPA chair for earlier, more integrated vetting next cycle so the board can weigh town priorities before application deadlines.

Next steps: Town staff will transmit the care‑and‑control letters to WCCP, continue outreach on projects, and the Capital Planning Committee will continue department rankings this summer to present a recommended capital list in mid‑July.
