Delaware County Land Bank adopts cyber security policy to comply with House Bill 96

The Delaware County Land Reutilization Corporation, also known as the Land Bank, approved a draft cyber security policy at a June 29, 2026 special meeting to comply with state law.

Justin Avi, director of finance, presented the draft and said, "As some background, last year, House Bill 96 was enacted and it requires certain governmental entities in the state to adopt the cyber security policy by July 1st of this year." He said the draft before the board is similar to the policy adopted by the Delaware County Finance Authority and asked the board to adopt it to be in compliance with the revised code.

A board member described the draft as "pretty straightforward, pretty comprehensive," and said the Land Bank has "not a whole lot of online activity," adding that the board is nevertheless required to have a policy. When asked whether another member had helped draft the document, a member identified as Karen said Justin prepared it on his own.

A board member moved to approve the draft policy and another seconded. The board approved the policy by voice vote and the presiding official declared the motion carried. Board members thanked Avi for preparing the draft. The presiding official noted that, because this was a special meeting, no other business could be considered.

The policy was adopted to meet the statutory requirement tied to House Bill 96; the board did not specify additional implementation timeline details during the meeting.
