The Winchester Public Schools Board of Education Policy & By-Laws Committee met Feb. 24, 2026, at Hinsdale School’s science lab. Meeting Facilitator Julie Luby recorded the call to order at 9:11 p.m.; Committee Members Christine Rylander and Frank Oliveri were present and Jonathan Morhardt was absent.
Committee Member Christine Rylander moved, and Committee Member Frank Oliveri seconded, to forward two policies to the full board for deletion. The policies were Policy #5122.3, "Assignment of Former Home Schooled Students and Students from Non-Accredited Schools to Classes," and Policy #5117.2, "Magnet School Participation." The committee voted 2-0 to approve the motion.
In a separate motion, Rylander moved and Oliveri seconded to forward five policies to the full board for a first reading: Advanced Course or Program/Challenging Curriculum; Curricular Exemptions; Equitable Identification of Gifted and Talented Students; Homework; and IDEA - Alternative Assessments. That motion also passed 2-0.
The minutes record no substantive discussion, debate, or public comment on the policies; they show only the motions, seconds, and unanimous 2-0 votes to forward the items. The committee noted that a quorum (2 of 3 members) was present for the meeting.
A motion to adjourn, made by Frank Oliveri and seconded by Christine Rylander, passed 2-0; the minutes record adjournment at 9:16 p.m. The forwarded items will be considered by the full Winchester Public Schools Board of Education at its next scheduled meeting for the indicated actions (deletion or first reading).
