The Winchester Board of Education Budget & Finance Committee met Jan. 27 at Hinsdale School's science lab to review budget reports and confirm a schedule for finalizing the fiscal-year budget.
Committee members examined an Expenditure Comparison Report that compares this year's appropriated budgets to last year's across school accounts, the central business office, Gilbert and FRC programs, and tracks grant-funded activity (state, federal and private) as well as donations supporting grants. The committee also reviewed the Appropriated Budget Expenditure Ledger, a line-by-line record showing allocated amounts, year-to-date spending, encumbrances (funds reserved for pending bills) and the available balance in each account.
Committee members were briefed on the budget development timeline. Needs assessments and priority-setting began in the fall. The superintendent is scheduled to present a proposed budget to the full Board on Feb. 3 and board members will receive a budget book with line-item detail. The Board must submit its budget to the town by March 6 so the Town Manager can incorporate it into the overall municipal budget. The Board of Education will present the proposed budget to the public and to the Board of Selectmen at Pearson School on March 24. The Board of Selectmen will then deliberate the town budget; if approved by the Selectmen, the budget proceeds to Town Meeting on May 11 and a referendum roughly two weeks later.
The committee noted revenue streams that help support programs, including CHAMPS tuition revenue, and confirmed that grant accounts (state, federal and private) and any donations tied to those grants are tracked in the expenditure comparisons and ledger. No formal votes on the budget itself were taken during the meeting.
A motion to adjourn at 8:17 p.m., made by Committee Member Shane Centrella and seconded by Committee Member Carol Kijek, passed unanimously. Minutes from the meeting were submitted by staff member Tiffany Melycher and remain subject to formal approval at the next scheduled meeting.
