Jim Wells County honors Constable Frank Davila Jr.; court posts vacancy for Precinct 4

The Jim Wells County Commissioners Court adopted a resolution Tuesday honoring the life and public service of Constable Francisco Frank Davila Jr., and extended condolences to his family.

The court read Resolution 16.1 recognizing Davila’s years of service to the county and directed the county clerk to record the resolution and provide a certified copy to his family. Several commissioners offered personal remembrances during a brief discussion before the vote.

Robert Davila, Frank Davila’s brother, addressed the court and thanked officials for recognizing his brother’s legacy. “I just want to take just a minute here to thank you commissioners. Thank you, judge, for recognizing my brother’s legacy,” Robert Davila said.

Following the resolution, the court addressed the vacancy in the Office of Constable, Precinct 4, created by Davila’s passing. Under Texas Local Government Code §87.041 the court authorized posting a notice of vacancy and soliciting applications to fill the unexpired term. The court set July 17, 2026 as the submission deadline and will consider appointments at its July 24, 2026 meeting. The judge said he will confirm whether the 270‑day rule that applies to newly elected constables also applies to appointees.

The court’s action establishes the application timeline and directs staff to prepare the public notice and application packet for potential appointees. Commissioners stated they expect staff to include applicants in the packet for review before the July 24 meeting.
