Sheriff to deliver jail capacity, condition and cost report after commissioners request estimates

The Jim Wells County Commissioners Court directed Sheriff Joseph Guybaker to prepare a comprehensive report within 30 days detailing the operational condition, housing capacity and estimated remediation costs needed to return the county jail to full service.

Sheriff Guybaker told the court he will prepare the report but cautioned that some site‑assessments and scoping work will likely require outside contractors and may incur expense. “There may be a little bit of cost incurred,” he said, citing a $3,000 scoping estimate for plumbing under the jail’s older section and telling the court there is a separate estimate of about $57,000 for surface plumbing repairs.

The sheriff also noted that repairs to century‑old jail doors are specialized work; only a few vendors service the type of doors used in the facility, which could affect procurement approach and timing. Commissioners discussed whether necessary vendors are on cooperative buy boards, the need for RFQ/RFP processes, and the feasibility of a special meeting to approve scoping work if required.

The court approved a motion to request the report in 30 days with the proviso the sheriff may return to the court to request an extension if contractor availability or procurement rules lengthen the timeline. Commissioners emphasized the report should document vendor outreach, potential sole‑source justification if applicable, and any anticipated budget impact so the court can consider next steps.
