Ashland commission adopts multiple CDBG awards, demolition contracts and a budget amendment

The Ashland City Commission reconvened from its recess and approved a slate of ordinances and contracts during its meeting. The measures included Community Development Block Grant (CDBG) operating awards, demolition contracts, a revised website services agreement and a budget amendment.

In separate motions the commission adopted an ordinance authorizing a $12,000 CDBG operating award to Ashland Community Kitchen, Inc., and another $12,000 award to Community Assistance Referral Service (CARES). A third $12,000 CDBG award was approved for Hillcrest/Bruce Mission and the commission also authorized a $12,000 award to Safe Harbor of Northeast Kentucky, Inc. The commission approved a $17,000 CDBG award to Boyd County Council on Aging, Inc., d/b/a Ashland Senior Center.

The commission approved two demolition contracts with Tri-State Construction: $6,400 for demolition and debris removal at 2918 Central Avenue, and $10,900 for demolition and debris removal at 2749 Winchester Avenue. Both contracts were authorized to be paid from the city general fund.

Officials also adopted an ordinance authorizing a memorandum of agreement between the city, the Ashland Fire Department and the Kentucky Department of Military Affairs, Division of Emergency Management, related to the Kentucky Urban Search and Rescue Program.

The commission approved a revised web services agreement with Revised LLC for website redesign, hosting, maintenance and content migration, with an initial payment of $4,350 for the first year and annual payments for a four-year term beginning April 1, 2027. When a commissioner asked when the vendor would begin work, Erica (staff) said, “Right after your signature, I’ll send the contract to them. They’ll set up.”

Members also adopted an amendment to the city’s FY2025–2026 budget ordinance (amending section two of ordinance no. 93 series of 2025, previously amended by ordinance no. 9 series of 2026).

All measures were moved, seconded and approved by voice vote during the meeting; roll-call tallies were not specified in the transcript. The commission closed with no other business and adjourned.
