The Socorro City Council approved both preliminary and final plats for Bowman Commercial Center, a roughly 45‑acre development at North Loop Drive and Bowman Road that includes commercial and medium‑density residential zoning.
Planning staff described a 10‑lot plat (eight commercial lots along Bowman, two residential lots planned as apartments), two ponding areas and an extension of Bowman Road to connect to Leonard Estates. The developer’s representative, Jorge Cascarate with CEA Group, told council the project’s master plan identifies parks to be developed as part of early phases and said the first phase includes a park. Council members asked about traffic control; staff confirmed coordination with TxDOT and said the developer is funding a fourth traffic signal arm to create a four‑way intersection once irrigation‑season work is complete.
The planning and zoning commission had recommended approval; council voted to approve the preliminary and final plats. Staff said the final plat lists an expected project completion in early summer 2027. The council also later approved a related resolution finalizing the subdivision.
