• SWAT/CNT MOU: Chief Robert C. Rojas asked for authority to sign a memorandum of understanding with the El Paso County Sheriff’s Office to allow one Socorro officer to participate in regional Special Weapons and Tactics (SWAT) selection and, in the future, crisis negotiation team (CNT) activities. The chief said officers undergo rigorous tryouts and that participation would initially be limited to one officer; the council approved the authorization to execute the MOU.
• Solid‑waste scenario analysis: The council approved a professional services agreement with Geosyntec Consultants (presented by Chief Rojas in his role assisting sanitation planning) to conduct a comprehensive solid‑waste collection scenario analysis, including five‑year scenario modeling, fleet needs and operational assessments.
• Amistad Park license: Council approved a 25‑year license agreement with El Paso County Water Improvement District No. 1 allowing continued surface use of the river drain canal as Amistad Park (annual fee $500 plus CPI adjustments). City staff said the linear park is about two acres and serves roughly 3,000 nearby residents; the license is a prerequisite to applying for a Texas Parks & Wildlife Department grant for park improvements.
• Film permit at Rio Vista Farm: Council approved a request to use the Rio Vista Farm facilities for a commercial music video by local filmmaker Daniel Fuentes and artist Arturo Nima. Presenters described a culturally‑focused concept honoring bracero heritage and proposed shoot dates; council approved the use and invited the applicants to remain after the meeting for follow‑up.
• Investment training: Council approved attendance at Public Funds Investment Act training for investment committee members Ruben Reyes and Irene Rojas; staff asked the attendees to share training results with council and the community.
• Cybersecurity purchase (executive session): After a closed executive session, council voted to approve the purchase of a Fortinet network upgrade renewal and a managed endpoint security solution from Calian Corporation and authorized the city manager to execute the agreement.
