The Farragut Board approved revisions to the Stormwater Advisory Committee charter on June 25 to increase the committee from seven to eight voting members and to modify membership makeup, including insertion of a member tied to the Board of Mayor and Aldermen. Staff said the changes were straightforward and recommended approval.
After charter approval, the board nominated and unanimously appointed an alderman to serve as the board’s stormwater advisory committee representative; the roll-call vote was recorded as 4–0 at about 6:17 p.m.
During discussion and the appointment sequence, Kim Parks told the board she had submitted an application on Nov. 17 to serve on town boards (listing tourism advisory, parks and athletics, and visual resource review as preferences) but that her application had not been provided in the board packet. Parks said this was at least the third time in eight months she had volunteered and been denied consideration because staff did not include her application, and she described the omission as a pattern that undermines transparency and fair citizen involvement.
Mayor Ron Williams acknowledged Parks’ remarks and the board proceeded with the charter revisions and appointment. The board did not take a separate vote on Parks’ complaint during the meeting; staff indicated they would follow up.
