Farragut staff told the board on June 25 that a road depression on Glen Abbey Boulevard, first reported in April, reappeared in late May and inspection showed the existing corrugated metal storm pipe had deteriorated to the point that replacement — rather than repair — was necessary. Staff recommended an emergency professional services agreement with Whaley Construction LLC to replace approximately 150 linear feet of 48-inch corrugated metal pipe with reinforced concrete pipe and install two blind junctions to prevent further roadway deterioration and protect public safety.
Staff said Whaley Construction was selected on an emergency basis, a purchase order was issued June 11 to order long-lead materials, and the contractor expected to begin work June 29. Estimated completion time for the repairs is two to four weeks; the estimated cost is $250,000. Staff noted previous successful work by Whaley Construction for the town and recommended approval. The board moved and approved the emergency contract; staff said flagging will be used for short-term traffic control and the town pays for traffic-control officers at events.
Aldermen asked about neighborhood traffic impacts and whether steel plates would be used; staff responded that flaggers would control traffic and that once the hole is opened there likely will be no traffic over the excavation. Staff also said there appears to be a sinkhole or void beneath the pipe, adding uncertainty until crews excavate.
