The Connecticut Housing Finance Authority Mortgage Committee met Feb. 17, 2026, and voted to recommend financing for three multifamily housing projects to the CHFA Board of Directors.
Steven Norris, Multifamily Development Officer IV, presented a resolution authorizing financing for 66 Union Street in New London. Gregory Ugalde moved to recommend the resolution to the Board; Wendy Clarke seconded. The committee voted by roll call and was unanimously in favor of recommending the financing to the Board for consideration.
Elizabeth Valigorsky, Senior Loan Workout Officer in Multifamily, presented a resolution authorizing financing for Quintard Manor in Stamford. Timothy Hodges moved to recommend the resolution; Lisa Tepper Bates seconded. The committee voted by roll call and was unanimously in favor of recommending Quintard Manor financing to the Board.
Carol Gooden, Underwriter III in Multifamily, presented a resolution authorizing financing for Yale Street Commons in Bridgeport. Timothy Hodges moved to recommend the resolution; Wendy Clarke seconded. The committee voted by roll call and was unanimously in favor of recommending the financing to the Board.
The committee also considered the minutes of its Jan. 20, 2026 meeting. Gregory Ugalde moved to approve the minutes; Heidi DeWyngaert seconded. The committee approved the Jan. 20 minutes, with Wendy Clarke recorded as abstaining.
The Mortgage Committee meeting was called to order by Chair Heidi DeWyngaert at 10:31 AM and adjourned at 11:06 AM. All recommendations will be considered by the CHFA Board of Directors at a subsequent meeting; the transcript records no Board action on these items during this session.
