The NorthlakeTown Council on June 26 voted unanimously to approve a participation agreement with a private developer to perform interim road improvements intended to relieve congestion near the Canyon Falls development.
A staff member told the council the partnership would use equipment the developer already has on site to accelerate construction and maintain the TexDot Asphalt Road as a through lane, directing traffic away from a problematic T intersection. "We have an opportunity to partner with a developer that already has equipment out out there to have some more traffic relief," the staff member said.
The staff member said the town faces a timing mismatch with the state road program. "We have this challenge of aligning our local road system to the ultimate state road system, but the state road system is behind schedule," they said, arguing a participation agreement under local government code Chapter 212 provides a lawful, expedited way to deliver interim improvements.
Council discussion stressed urgency. The chair thanked staff for moving quickly to try to finish work before school begins and said the short-term changes respond to a larger state plan that has not yet arrived. The chair also praised engineering and legal review for identifying a solution that meets local requirements.
Council member Roger said he planned to support the measure but questioned whether the town should spend local money to remedy problems created by other jurisdictions. "We're being expected to spend our town's money to correct problems that are created by other towns," Roger said, and urged the Texas Department of Transportation to prioritize local needs.
Staff responded that engineers and the town attorney had identified the mechanism and that the developer agreed to partner because the improvements affect their residential area as well. "Our engineers found the solution. Our attorney found a mechanism to do this... the developer was willing to do this and willing to partner with us," the staff member said.
The chair moved to approve the participation agreement; the motion, which the chair later identified as made by Mayor Pro Tem Lorenz and seconded by Miss Holmes, was declared to carry unanimously. The chair stated an executive session listed on the agenda was not needed and adjourned the meeting at 12:05 p.m.
What happens next: the staff presentation described an expedited, attorney-reviewed participation agreement; the council directed approval and the town will proceed with the developer partnership to deliver the interim roadway changes before the start of school.
