The Mount Vernon City Council opened a public hearing on an ordinance granting Interstate Power and Light Company a non-exclusive 25-year franchise to construct, operate and maintain electric transmission and distribution infrastructure within the city. City staff explained the ordinance was previously discussed and that a discrepancy in the public-hearing notice required redoing the hearing to correct the record. Councilmembers moved to approve Ordinance 1-9-2026A on first reading and then, citing prior discussions and repeated votes on the same language, moved to waive the intervening readings and proceed to the final reading.
Council conducted roll-call votes for the readings and recorded unanimous support; the motion to skip the second reading and proceed to final adoption also passed unanimously. Council did not record public objections in the hearing.
The ordinance grants a 25-year non-exclusive franchise to Interstate Power & Light Company and authorizes the company and its successors to acquire, construct, erect, maintain and operate electric power and transmission systems within Mount Vernon, subject to terms in the ordinance.
