Prairie View — An effort to appoint five people to the City of Prairie View board of adjustments stalled at a special council meeting after council members raised conflict-of-interest and procedural objections.
The mayor presented nominees Jamie Branch, Wendy Parker, Daddius Singleton, Frederick V. Roberts and Kendrick D. Jones for a newly active board of adjustments. The mayor said the appointments are intended to address a backlog of zoning and variance requests that have been waiting since March.
Some council members asked that the names be split so each could be voted on individually. Council Member James said he favored appointing some nominees but not others, and Council Member Emanuel raised concerns that two nominees, Jamie Branch and Wendy Parker, were actively pursuing litigation against the city.
"The conflict of interest is so obvious. Jamie Branch and Wendy Parker are suing everybody," Council Member Emanuel said during the exchange, referencing ongoing legal action he said involved several council members. Another presiding official cautioned against repeating unverified information and told the council to refrain from making potentially incorrect public statements about members of the community.
City attorneys were cited as having reviewed the appointments; staff said the lawsuit referenced related to an employment matter and that the attorneys had approved proceeding, but the council did not reach agreement. A motion to appoint the five nominees was moved but died for lack of a second, and the mayor subsequently offered to consider separate motions or withdrawn names at a later time.
The motion's failure leaves the board of adjustments unfilled and several variance requests pending, the mayor said; the council adjourned following the meeting.
