The Comal ISD Board of Trustees unanimously approved a purchase authorization on June 25 to implement an advanced emergency notification platform (9‑1‑1 Inform) and related configuration services to enhance campus‑level 9‑1‑1 location information.
Director Scott Monroe described the system’s capability to map building floor plans, associate each of the district’s approximately 3,360 phones with a precise on‑floor location, geofence campus property to pick up 9‑1‑1 calls made on private cell phones near campus, and deliver that data to public safety answering points (PSAPs) and the district’s security operations center. Monroe said the project includes integration possibilities with the district’s camera platform and could enable responders to see floor plans and camera icons tied to a specific 9‑1‑1 location.
Trustees discussed the three‑year cost structure and implementation timeline; Monroe said most costs are year‑one implementation, with annual maintenance under $70,000 thereafter. The board approved the combined purchase of licensing, implementation, and services not to exceed $428,986.12, including a 10% contingency, drawn from the district’s 2023 security bond funding.
