The Yellow Springs Village Council used a June 25 housing retreat to confirm a working mission for housing and direct staff to tie final goals to the Bowen housing assessment once the consultant’s final numbers are available.
Council members and staff said the packet’s mission statement and an affordability definition — housing costs at no more than 30 percent of gross income — should guide the village’s next steps while the Bowen team finishes its full report. Staff told the council the current executive summary recommends about 328 additional units are needed, but cautioned the full report remains draft and staff must confirm assumptions and a delivery timeline.
“The document is still considered draft right now,” Planning and Zoning Director Nia Holt told the council, adding the Bowen team had provided an executive summary but the village had requested further information. Holt said the 328‑unit figure will be tested against local capacity studies for water, wastewater and electric service.
Village Manager Johnny Burns and other speakers said infrastructure analyses are being done concurrently so that recommendations are feasible. “We’ve been doing the capacity studies in conjunction with the Bowen study to make sure that whatever they’re recommending we can handle,” Burns said, noting that the Bowen number includes both new construction and interventions to help existing residents remain housed.
Council members pressed staff for clarity on how Bowen defines “need.” One member asked whether previous cycles had skewed toward market‑rate building rather than affordable production; speakers pointed to earlier cycles when market‑rate units significantly outpaced affordable ones and urged the village to design goals that avoid a repeat.
The council agreed to treat the mission statement and affordability definition as a working baseline and asked staff to return with a timeline for receiving Bowen’s final work and with a follow‑up discussion at a work session. That follow up will determine whether the village adopts the Bowen numbers wholesale or adjusts them after the infrastructure and affordability checks are complete.
Next steps: staff will request a timeline from the Bowen consultant, prepare questions for a focused work session, and integrate the final numbers into the village’s housing goal tracker in the manager’s report.
