The House Judiciary and Governmental Operations Committee on June 25 adopted amendments to House Bill 24-66 and approved the measure in the form of House Draft 1 to be reported for passage to the full House.
The bill would require consultant engagements with the Commonwealth to comply with procurement laws, secure attorney general approval for contracts and, as introduced, impose a $50,000 cap per engagement and a five-year sunset on the measure. Floor leader Marissa Flores offered a multi-part amendment that struck several references to the public auditor and revised department-designation language; the amendment was moved and seconded and adopted by voice vote.
After the amendment was adopted, the committee moved to adopt HB 24-66, House Draft 1, and to furnish a committee report recommending passage. Vice Chairman moved the committee to pass the draft; the motion was seconded and carried by voice vote.
Committee members said the changes tighten procurement oversight and clarify departmental responsibilities. The text adopted in committee will be compiled into a committee report and transmitted to the full House for consideration at a future session.
