Council Member Warren moved on June 25 that the council request the city auditor, via the Audit Committee, conduct an independent review of the Minneapolis Public Housing Authority's use of city funds and living conditions at Heritage Park, citing resident complaints and alleged inspection failures.
Warren described a resident’s account that an inspection had been recorded as passed even though the resident reported ongoing substandard conditions. "I had a resident come to me and state that he had had a housing inspection less than a week ago by Section 8... and they stated to me that this individual had never complained about any of the housing conditions that he was experiencing at Heritage Park," Warren said, urging transparency and accountability.
Several council members from multiple wards joined as co‑authors and voiced support. Council Member Wonsley and others said the request is part of a broader need to preserve publicly funded housing and to ensure development and privatization do not leave residents in substandard conditions.
The council approved a resolution directing the Audit Committee to ask the city auditor to consider the independent review; the clerk recorded the roll and the motion carried. Warren said she will work with the auditor on scope and that the auditor will determine the specific work plan and time frame; members asked for a March 19, 2027 completion target for the review.
Council members said they wanted the audit to clarify the city’s role, verify use of public funds, and report which remediation steps are required for residents and properties.
