The Reservation Committee reviewed legal opinions for several Community Preservation Committee (CPC) applications on June 25 and recorded motions to treat the applications as fundable under the governing act.
A member moved, citing counsel's opinion, that the housing assistance court application be accepted as fundable under the act; the motion was seconded and approved by voice vote. The committee then considered a recreation-related application (referred to in the transcript as YV RedSoft). Members noted some variance between the request and published Department of Revenue guidance but, based on counsel's opinion, moved that the recreation application is acceptable for funding under existing structures; that motion also passed by voice vote.
Committee members discussed scheduling and process details for applicants returning to present: the committee set July 9 for applicant presentations and aimed to vote on funding at its July 23 meeting to meet warrant-article deadlines. Members emphasized that warrant language often includes explicit reductions if other grant funds pay a portion of a project and reminded applicants that the CPC typically requires clear application language and, when applicable, signed grant agreements before disbursing CPC funds.
Members also raised a separate issue about an outstanding $300,000 grant (described in the meeting as related to rental assistance or a prior housing item). The committee asked its liaison to follow up with staff and the select board to determine whether the grant agreement has been finalized and to add the item to a future agenda for clarification.
Next steps: Applicants supported by counsel's opinion will return July 9 with written materials and presentations; the committee will prepare warrant language for town meeting and address the outstanding $300,000 grant agreement at a follow-up meeting.
