Councilwoman Victoria Pyo presented a draft amendment to Riverhead’s code (chapter 289) on June 25 that would limit commercial-vehicle parking in residential areas and target problem streets first for enforcement.
Pyo told the board she brought the proposal out of an effort “to tackle bringing back our neighborhoods to [a] happy environment,” and she explained the goal of restricting parking by commercial fleets or multiple work vehicles that create visibility and safety concerns, reduce street parking for residents and create neighborhood blight. Pyo said code revision reviewed neighboring towns’ approaches and that the draft includes a definition for “commercial vehicle” (the code previously lacked one), with staff proposing to start enforcement on road sections that have generated the most complaints rather than attempting a sweeping townwide list immediately.
Council members questioned how the rule would treat campers, large-duty personal trucks and vehicles registered with commercial plates but used for personal recreational towing. Pyo acknowledged those concerns and said the definition could be narrowed to target vehicles “in connection with business, trade or occupation” so that personal campers and unlettered trucks used for recreation would not be swept into the restriction. She also said the team discussed an enforcement window (suggested 8 p.m. to 6 a.m.) to make tickets practical for court and enforcement.
Pyo said she had consulted with police leadership about enforcement practicality and would continue to work with the department and code officers to refine enforcement language, signage and the exact section(s) of 289-12 where restricted segments would be inserted. The board did not vote on the draft at the work session; Pyo said she would rework definitions and share an updated draft for follow-up review and likely referral to code revision and legal staff for ordinance drafting.
