The Winterset City Council unanimously adopted Resolution No. 2026-03 on Jan. 19 to allow a permanent Americans with Disabilities Act (ADA) ramp along the northern property line at 115 W Court.
Council Member Mike Fletcher moved approval, Council Member Michael Cook seconded, and the motion carried on a unanimous roll-call vote. The resolution records that the property owner retained Grace Architecture, submitted building plans and permit #6406 on Nov. 25, 2025, and requested the ramp to improve ADA access.
The council's resolution authorizes placement of a 6‑inch tall, 13‑foot ramp within the right of way so long as pedestrian traffic is not impeded, the ramp is contained to the property façade limits, is maintained in serviceable condition by the owner, and the owner holds the city harmless and indemnified. The resolution notes that similar ramps exist and are allowable under applicable building and code provisions.
The resolution passed and was signed by Mayor Thomas J. Leners and City Administrator Andrew Barden. City staff and the property owner remain responsible for ensuring the ramp's maintenance and compliance with the approved plans and permit conditions.
