The Village of Forest Park on June 22 approved an ordinance granting a conditional-use permit for a home-based business at 7526 Harrison Street, after commissioners raised questions about whether the proposed operations fit the village’s home-occupation rules.
A commissioner asked whether the service is legal services or supervised family visitation and sought clarification about staffing and where in the dwelling services would occur. The applicant identified herself as an attorney and said she currently provides the service elsewhere; she and council members discussed that supervisors who assist at visits are paid as independent contractors and receive 1099s rather than W‑2 employment.
Council members pressed for specifics about frequency and scope; meeting discussion referenced up to three visits per day as an expectation and clarified that the primary activity would occur on the first floor, not the basement as earlier zoning materials had indicated. Commissioners said they were cautious about setting a precedent for larger businesses operating from residences and noted the village code’s provision that “no one outside the family on the premises shall be employed” in a home occupation.
The ordinance (021‑26) was moved, seconded and adopted by roll call. The council did not add further conditions in open session beyond the conditional‑use approval recorded in the ordinance.
Why it matters: Conditional-use permits change how a residential property may be used and can set precedent for future home-based services. Commissioners said they relied on contractor status and the applicant’s limited staffing plan in deciding the matter.
