Forest Park approves investigative services agreement with Gold Shield and later accepts settlement after closed session

The Village of Forest Park on June 22 ratified an investigative-services agreement with Gold Shield Detective Agency Inc. and later, following a closed-session review of litigation, voted to accept a settlement agreement.

During discussion of the Gold Shield agreement (resolution R56‑26), a commissioner said the council packet memo and later email created confusion about whether Cook County was delayed in investigating a matter or had declined to act. Council members were told the subject of the investigation had been in contact with the private investigator and the investigator estimated the work could take roughly four to six weeks to complete.

The resolution authorizing the investigative contract was adopted by roll call. Later in the meeting, the council entered closed session under litigation exception 5CS120/2C11. After reconvening, the council reported it had considered a settlement agreement upstairs and voted in open session to accept that settlement (R60‑26); meeting minutes and discussion in open session gave no details of the settlement’s terms.

Why it matters: Authorizing private investigative services and approving settlements are substantive uses of council discretion. The investigative contract was presented as a means to move a matter forward when county timelines were unclear, and the settlement was approved after confidential consideration in closed session.
