Pacifica board adopts higher school developer fees after consultant recommendation

The Pacifica School District Board of Trustees adopted a resolution on June 24 to increase statutory developer fees for new construction after a presentation by King Consulting.

Rob Murray, director of demographics for King Consulting, told the board the consultant’s update reviewed the district’s facilities needs and student generation factors and recommended raising the statutory rates set by the state. Murray said the study supports increasing the residential fee from $3.23 per square foot to $5.38 per square foot and raising the commercial/industrial fee from $0.52 to $0.87 per square foot. He noted the district retains 60% of the fee after a split with Jefferson Union High School District.

The presentation emphasized that developer fees may be used for modernization and reconstruction projects where new development creates student‑generation needs; the full fee study in the packet provides the detailed nexus and cost per student calculations. After closing the public hearing, the board adopted resolution 2026‑24B to update the district fee schedule, passing the motion unanimously.

Staff said the district will maintain records of fee use as required by statute and will coordinate with local jurisdictions to collect the adjusted fees on new permits.
