Sen. Rubio presented SB 1228 to prevent the abrupt removal of a small number of legally established outdoor advertising displays (LED messaging centers) that would otherwise be forced out by statutory sunset provisions.
Jeff Sievers, representing In-N-Out Burger, said one legally permitted sign on redevelopment-era property would otherwise have to be removed and thanked the author and staff for working on a targeted solution. John Doherty, speaking for Wine Gardens Casino, said similar signs are important revenue sources for economically depressed cities.
Audrey Rytajcak, representing the California State Outdoor Advertising Association, told the committee the industry appreciated engagement but cautioned that exemptions can create precedents; she urged a more comprehensive, permanent solution and ongoing negotiation with stakeholders.
Assemblymember Solace moved the bill, Assemblymember Rodriguez seconded, and the committee reported SB 1228 as amended to Appropriations while leaving the roll open for absent members.
