The Rockingham County Board of Commissioners voted to deny a request to waive facility fees for the New Hampshire Chiropractic Association’s proposed three‑day event at the Hilton Auditorium (Oct. 2–4, 2026), after commissioners questioned whether the organization is a community nonprofit or a professional group seeking free weekend use of county facilities.
Committee member (voice 2) moved to approve the request and later said they had concerns. Committee member (voice 3) led the substantive objections, stating, “this does not seem like an appropriate use of the auditorium because it’s a professional organization… It’s not even a community organization,” and argued that a three‑day weekend booking would impose cleaning and security costs the county should not waive without clearer justification. Staff and other commissioners noted the application lacked details on hours, attendee payment/registration and whether the group is nonprofit.
The Chair said the board could entertain a future request if the organization returned with additional information; several commissioners said denial without prejudice would allow the requester to provide clarifying details. The motion to approve the waiver failed and the board recorded its opposition to waiving the fee as submitted.
The board did not adopt a parallel policy change on fee waivers during the meeting; staff were asked to gather more information if the organization seeks reconsideration.
