Residents press Bogalusa board on transparency, public-records fees and rushed policy overhaul

During the June 10 City of Bogalusa School District meeting, multiple public commenters opposed proposed policy overhauls and a public-records fee schedule, urging the board to provide more time and complete fiscal disclosure before approving significant changes.

Reneequa Watkins (speaker 9) addressed the board in person and online commenters added detail, arguing that minutes and public documentation are official records that must be timely and accurate. "Public meeting minutes are not a procedural formality. They are an official record that allows citizens to understand the action," Watkins said, and she urged the board to provide full fiscal details and salary transparency before approving budgets or reclassifying positions.

Online commenters cited state guidance on public-records copying costs and said district-proposed fees appeared to exceed what the commenter identified as the state standard. One commenter said a proposed fee schedule would impose per-page charges that could deter oversight and access; the commenter referenced Louisiana statute in the public comment record (as cited by the commenter during the meeting).

Several community members criticized the timing and process. An online commenter said the public received less than 24 hours to review hundreds of proposed policy changes spanning sections 100–900 and that such a compressed timeline undermines meaningful public participation. The commenter also argued the proposed changes shifted decisionmaking authority toward the superintendent and away from elected oversight.

Board members responded at times in personal terms rather than addressing procedural specifics; the transcript records tense exchanges and some personal remarks directed at the recurring public commenter. The board proceeded with roll-call votes on several policy and budget items despite the objections.

Public commenters asked the board to defer votes until the district posts complete supporting documents for budget and policy items, to publish any proposed fee schedule with statutory citations and to explicitly disclose compensation implications when job descriptions or titles change.
