Organizers requesting a July 4 Independence Day parade closure told the Atoka City Council they expect a large turnout and asked that East Court Street from Main to Delaware be closed and that parking be restricted from 8 a.m. to 11 a.m.
A parade organizer said, "We've had 54 registrants for this parade," and argued removing parking would provide more room for walkers and reduce the risk of people stepping into traffic near floats and vehicles. Organizers and staff noted typical parade practice requires walkers to accompany vehicles and that candy must be handed out by walkers rather than thrown from cars.
Council members and downtown business representatives said a three-hour parking restriction would significantly affect merchants who rely on downtown parking; one council member said many vehicles park downtown early and a multi-hour closure would be difficult for businesses. The city attorney noted the city has limited authority over closures requested through the tribal/ceded-agenda process and suggested no formal city action if the council did not intend to close the street itself.
After discussion of safety measures (barricades, staging, minimum distance for walkers from floats) and logistics, the council did not take formal action to close the street; organizers were encouraged to work with staff on barricading and safety plans and ensure parade entrants follow safety terms in the registration agreement.
