Karen Martin, the authority’s project manager, told the board the final phase of Northfield Point improvements will begin July 13 with a pre-construction meeting July 14 at 10:00 a.m. She said the work will add an aggregate walkway through the spit and around the perimeter, solar bollards along paths, landscaping, and seating using repurposed Fall River granite, with an open grassy area intended as an outdoor classroom.
“This is the final phase of work out at our favorite spit of land,” Karen Martin said, adding the contractor will mobilize in mid-July and the team expects completion on or about Oct. 1. She said an invasive-species vendor treated emerging plants and will return in July for follow-up work. Martin also reported staff identified a local vendor to fabricate an osprey nest structure that will be installed on site.
On a related waterfront procurement, Martin said the bid package for a new dinghy dock and a transition piece at the existing city pier — plus 15 moorings across three mooring fields — will be released publicly on July 1, with bids due July 16 and the lowest responsible bidder brought to the July board meeting for award. The meeting record shows staff listed a December 1 completion date for that contract but warned the board that dock manufacturing lead times may push that target later.
“Most dock manufacturing is at its peak and this really isn't a big chunk of dock to have someone fit into a schedule,” Martin said, noting conversations with out-of-state manufacturers who estimate several months for custom fabrication. Board members and staff discussed temporary alternatives such as a wooden dock or expedited pilings if manufacturers can supply components sooner.
Funding sources were discussed in public remarks. Martin stated the Northfield Point contract was funded in part by the Seaport Economic Council (as spoken in the meeting). For the dock work staff noted the project is tied to a federal grant and that procurement specifications reference a specific manufacturer type in the project spec.
What happens next: staff will post the dinghy-dock bid on July 1, bring the lowest responsible bidder to the July meeting, and report back on manufacturer lead times and any recommended temporary measures if fabrication delays emerge.
