Helotes EDC pitches strategic plan, seeks funds for park master plan and incentives

Kate Silvis, executive director of the Helotes Economic Development Corporation, presented the EDC's strategic plan, one‑year work plan and FY27 budget proposals to the council during the workshop.

Silvis framed the EDC's mission as supporting entrepreneurship, expanding local retail and strengthening Helotes' small‑town character. She told the council the EDC's three‑year target is at least $3 million in revenue (a "future date" target for 2029) and outlined measurable goals for FY27 including sales‑tax growth, a business‑retention program, and occupancy targets for the business center.

Budget specifics: Silvis walked through FY26 and FY27 numbers, listing operating line items, proposed increases (marketing, incentives, business‑center cost centers) and proposed capital outlay tied to a park master plan. In her slides she showed a capital outlay total in the $1.1 million range with a master‑plan park improvement line that appeared in different versions of the slide at $500,000 and $850,000; Silvis said unspent FY26 funds would roll into FY27 for completion.

Projects and programs: The EDC plans a façade/tenant improvement program, business improvement grants, hotel feasibility and targeted industry studies, and a conceptual "Helotes Walk of Fame" to promote Oldtown tourism and retail. Silvis said these are intended to increase commercial property values and sales tax receipts over time.

Next steps: The EDC board planned a special meeting to continue the discussion that evening; Silvis and staff will refine capital transfer figures and present coordinated timing with the city budget process.
