Brendan Smith certified winner of Longview District 3 runoff, council declares

The council then considered a resolution declaring the runoff results and formally naming Smith the winner. A council member moved to approve the resolution and a second was recorded; the council approved the measure by voice when the Chair asked, "All in favor, please say I." Following the approval the Chair said, "Any opposed? Congratulations, Brendan," and the meeting was adjourned.
