The Town of Victor planning board on June 24 acknowledged that the sketch-plan application for Timberview Estates (Klein Road) is complete for sketch-phase review and forwarded a copy of that acknowledgment to the applicant.
John Sheraba of LandTech presented the major-subdivision concept, explained coordination with the Town of Farmington for a house parcel wholly in Farmington, and said Farmington staff reviewed and provided direction on the parcel that lies in their jurisdiction. Several nearby residents submitted a letter calling out New York State statutes and local submission requirements; town staff and the town engineer (LaBella Associates) said the sketch phase is a conceptual step that does not require the full engineered preliminary-subdivision submission.
Board members discussed whether the proposal should be advanced as a clustered (conservation) subdivision, which can reduce dimensional requirements and avoid some variances at the zoning-board-of-appeals stage. Several members supported clustering as an appropriate approach for this tract because it preserves open space and reduces infrastructure burden; the chair emphasized sketch approval does not amount to final approval and that future public hearings and engineering submissions are required.
The board adopted a resolution acknowledging completion of the sketch-plan application (no final plat approval) and advised the applicant to either proceed with a clustered preliminary application — if they seek dimensional relief — or to approach the ZBA earlier if variances will be required. The sketch-plan action was procedural and does not change the project’s substantive engineering review steps; further hearings will follow when preliminary materials are available.
