Enbridge Gas Utah asked the Utah Public Service Commission to approve an interim increase in the daily transportation imbalance charge (TIC) in Docket 26-057-11. Company witness Jesse Jackson testified the proposed TIC would be 0.08087 per decatherm (8.087 cents), a 3.9% increase over the current 0.07783 per decatherm. The TIC applies only to transportation customers whose daily nominations deviate by more than ±5% from nominated volumes.
Jesse Jackson said the charge reflects Enbridge’s cost to manage net imbalance decatherms on its distribution system and that the company calculated the rate by dividing total imbalance-related costs by imbalance decatherm volumes for customers exceeding the 5% tolerance. He said the company requested interim enforcement of the rate effective July 1, 2026.
Ryan Daigle for the Division of Public Utilities reviewed the TIC exhibits and recommended the Commission approve the adjustment on an interim basis, noting the TIC’s calculation method follows the methodology adopted in docket 14-057-31 and that the TIC is subject to a Division audit. Daigle said the Division’s review included corrected exhibits and prior TIC filings and concluded the proposed rate is just and reasonable and in the public interest.
During cross-examination the Commission clarified two procedural issues: Enbridge’s reply comments mistakenly referenced an exhibit labeled "1.01," which the company confirmed was a typographical error and should read "1.1," and the reply’s confidential designation for that exhibit was incorrect—the exhibit is not confidential. The hearing also included an extended discussion about recurring usability and accuracy problems in TIC data submissions (DPU cited issues appearing since mid‑2024). Enbridge acknowledged that large spreadsheets can generate processing errors and said it will implement additional quality checks and maintain close communication with DPU. Both parties agreed to continue collaborative steps to avoid future errors.
No final order was issued at the hearing; Enbridge requested interim rates effective July 1, 2026 and DPU recommended approval pending audit.
