The St. Louis Board of Public Service on June 23 approved a package of routine permits and projects, including a $3,124,000 multimodal streets project, a Forest Park mural agreement and the permit for a proposed tattoo parlor after a continuation of hearing number 8296.
President Rich Bradley presided over the regular meeting and presented recommendations that the board approve a design and art-installation agreement between the City of St. Louis and Forest Park Forever, Inc. to install a conceptual mural on the exterior walls of the racquetball courts in Forest Park in support of the park’s restoration and long-term maintenance. The board approved the recommendation as part of its consent items.
The board also reviewed plans and specifications for letting number 8796 for Fourth Street and Washington Avenue multimodal improvements (federal project TAP 5436), with an estimated cost of $3,124,000 and authorized by ordinance number 71494; the transcript records the funding source as "multiple sources." The board approved the plans and specifications. In related infrastructure business, the board approved supplemental agreement number three to PSA number 1270 with Jacobs Engineering Group, Inc., for relocation of airfield maintenance and snow removal equipment facilities at St. Louis Lambert International Airport in the amount of $130,780 (ordinance 71657).
Several public-right-of-way and permitting items were approved subject to conditions: multiple sidewalk-cafe encroachment requests (including at 4370 Manchester Avenue and 3442 Hereford Street), a sign encroachment at 1641 Tower Grove Avenue, and Ameren Missouri requests to install a utility pole and conduit at addresses including North Wharf Street and Macklind Avenue. The board also recommended approval of multiple communications and utility-related applications from AT&T and Charter.
City staff presented a series of applications from IKE Smart City doing business as Orange Barrel Media to install interactive kiosks and associated utility work at numerous locations across the city (including Lindell, Manchester, Euclid, Skinker, Market, Kings Highway and North Grand addresses). The board's joint recommendation for these installations noted required utility connections, trenching or directional drilling, and sidewalk and pavement restoration; the board approved these items subject to standard conditions.
The Office of Special Events requested two festival-zone declarations: the Shaw Fourth of July bike parade (July 4, 10 a.m.–1 p.m.) on Flora Place between 39th and South Grand and the Celebrate St. Louis Festival and Fair (July 3–4) on the Gateway Arch grounds and surrounding streets. The board also approved a fireworks request for Sublette Park on July 11 for a Hill neighborhood event.
In a procedural motion, the board voted to enter closed session pursuant to "section 610.0211 RSMO" to consider confidential communications with attorneys regarding hearing number 8296. After returning to the open record, the board considered the continuation of hearing 8296 concerning St. Louis Tattoo Shop CEO Tony James’s application to operate a tattoo parlor with piercing services (no retail sales) at 1304 Washington Avenue, first floor. A board member moved to approve the application, Director Jackson seconded, and the roll call recorded affirmative votes; the motion carried and hearing number 8296 was approved.
The board approved minutes from the June 16, 2026 meeting (with Directors Hayes and Patel recorded as abstaining) and approved the day’s agenda. President Bradley took a moment to recognize Director Greg Hayes, who will receive the Vince Tallow Award for 30 years of service to local government, and the meeting adjourned.
The board took no substantive policy debate or controversial votes during the session; most items were routine approvals or consent recommendations. No further public-comment exchanges or extended deliberations were recorded in the transcript.
